The west bengal Co-operatives Societies Acts 1983, along with the west bengal Co-operatives Societies Rules 1987, came into impacts on and from the first s day of August, 1987 by virtues of G.O. No. 3141- Coops. dated 30/07/1987. under sub- sections (1) of Sections thirty eight of the said Acts, the govt. of west bengal was sceptred to constitutes a Co-operatives Services Commissions and appoints“a person {who|one that|one who} has been or may be a chooses of the high courts at Kolkata or an individuals who holds or has control a posts not below the ranks of a Secretary to the States [-]Governments” its Chairman for a terms of 3 years, as long as “the authorities might extends the terms of his workplaces for a amounts not exceeding one years”. Sections thirty eight was supplemented through Rules sixty six of the west bengal Co-operatives Societies Rules 1987. how ever in terms of the said G.O. dated 30/07/1987, this Sections was kept inoperatives till any orders.

Through an amendments enacted in 1990 [West bengal Acts 31 of 1990] and notifieds below No. 1532-L dated 15/10/1990, sub-sections(1A) of Sections thirty eight was inserted into the Acts so as to alter the authorities to appoints an officers of the Co-operations directorates not below the ranks of extra Registrars of Co-operatives Societies to be the Secretary of the Commissions.
